Avo Vision Participates in the DBE's Mass Registration Campaign for ECDs
Avo Vision, in partnership with the Social Employment Fund (SEF), has responded to the Department of Basic Education’s (DBE) call to accelerate the registration of Early Childhood Development (ECD) centres across South Africa. This initiative is part of the DBE’s Bana Pele ECD Mass Registration Drive, aimed at formalising and enhancing oversight of ECD programmes, especially in under-resourced communities.
Supporting ECD Centres
As part of SEF phase three, Avo Vision is currently supporting 56 ECD centres in Cosmo City, Zandspruit, and Itsoseng in Gauteng province. This follows phase two, during which 112 ECDs in Gauteng and KwaZulu-Natal were supported, positively impacting nearly 2,000 individuals and contributing to their livelihoods.
Reducing Operational Costs and Promoting Sustainability
Through the SEF programme, these centres benefit from additional staff hired under the Presidential Employment Stimulus programme, reducing operational costs for ECD owners and promoting business sustainability. The added human resources also help meet the social and economic goals of the centres, ensuring better care and education for children.
Avo Vision Project Coordinator, Mpho Munyai, emphasises Avo Vision’s commitment to fostering the growth of small and micro enterprises, positioning them as catalysts for societal progress.
“We want to see centres become self-sufficient, professionally run, and able to provide excellent education and care to give children a strong foundation, supported by their communities. Building ECD centres' business, admin, and curriculum capacity, along with staff skills, is critical for long-term sustainability and impact. The work we do now is about enabling lasting change and growth in the sector,” Mpho adds.
Formalising ECD Centres
The mass registration drive aims to formalise unregulated ECD centres, improving safety, oversight, and the quality of early learning experiences. Most unregistered centres operate in low-income areas, where children often miss out on vital resources and support. By facilitating registration, these centres can access government subsidies, implement safety protocols, and deliver quality programmes to prepare children for school and beyond.

National Registration Goals
Nationally, the DBE aims to register 10,000 additional ECD centres by the end of 2025, adding to the 18,000 currently registered.
